To put it simply, the movable vanes on the nozzle ring act like the nozzle on a garden hose: at low engine speeds when exhaust gas is low, the vanes close up to accelerate the gas flow and spool the turbo instantly (eliminating turbo lag). At high speeds, the vanes open up to release pressure and protect the engine.
